Our Story

Founded on the belief that community is not a destination we visit, but a place where everyone belongs, Progressive Employment Concepts has been redefining inclusion and economic opportunity since 1995.

Carole and Rob Watilo launched Progressive Employment Concepts with a definitive stance: People are not broken, and they do not need to be fixed. Rejecting the historical practices of isolating individuals with intellectual and developmental disabilities into segregated environments, PEC has always been a fully community based service. We began with and continue to live by a zero-exclusion policy, presuming competence and pursuing real, living-wage employment

Expanding Opportunity Since 1995

1995
Founded with 5 staff and 15 individuals.
2000
Our Davis office opens as Community Employment Services. 20 staff, 36 individuals, 64% employment rate.
2015
58 staff, 124 individuals. We begin grants for Person Centered Thinking, and Tailored Day services begin.
2020
65 staff, 131 individuals. Pandemic hits but we re-open after only 1 day for 1:1 support in home. Self-Determination Program officially launches!
2025
54 staff, 170 individuals served, 77% employment rate. Serving 5 counties in the Greater Sacramento area.
